Event on Arrow's Flight

An old elf is sitting on a rock in a glen, pounding on the shackles on his feet with a stone. You help him remove them and ask him his tale. "I'm a deserter from Drakonia's army. She has enslaved all the elves to support her madness. She must be stopped." Then he slips into the woods without a sound, leaving behind just his cloak.
